Absztrakt: A tanulmány arra tesz kísérletet, hogy az önkormányzati választásokat összekösse a kormányzati és nemzetközi politika dimenzióival, egyben áttekintse a magyar helyi politikai és önkormányzati rendszer főbb fejlődési irányait, elsősorban nem közjogi, hanem politikatudományi megközelítéssel. A rövid tanulmány nem bocsátkozik alapos elemzésekbe, inkább a problémákat veszi sorba: milyen következményekkel jár az önkormányzatok fokozatos pozícióvesztése, a lopakodó, majd nyílt centralizáció során hogyan veszi át a helyi kapcsolatok helyét a központtól való függés. A szerkezeti, szabályozási, finanszírozási gondok erodálják a helyi demokráciához fűződő kezdeti ambíciókat, a szereplők és döntési mechanizmusok a vertikalitásban működnek. A tanulmány a többszintű kormányzás és a másodrangú választások koncepcióját alkalmazza a hazai viszonyok elemzésére, azzal érvelve, hogy a választási magatartást a kormányzás többszintű kontextusában lehet értelmezni. Konklúzióként a szerző felveti, hogy az önkormányzatok nemzetközi kapcsolatai kitörési pontot jelenthetnek, ha nem is a teljes önkormányzati rendszer, hanem a nagyobb városok számára.
Abstract: The article attempts to link the local elections with the national and international political dimensions. It provides an overview the main trends of the Hungarian local political and governmental system focusing on political science perspectives instead of public law. The short writing is not a deep analysis rather a mapping of problems: what are the consequences of the gradual lost in power position, how does the dependency on the centre occupies the local linkages during the hidden and open centralization later. The structural, legal and financial problems erode the ambitions towards local democracy, the actors and mechanisms are functioning according to the vertical channels. The article applies the conceptions of multilevel governance and second order elections for analysing of domestic relations arguing that the behaviour of local voters can be explained in the multilayered context of governance. As a conclusion the author points to the international relations of local governments, to the role of paradiplomacy which can be the outbreak points for, at least, the larger city governments.
