Testvértelepülési kapcsolatok és határon átnyúló együttműködés a magyar-horvát határtérségben

Absztrakt: A határon átnyúló együttműködések hagyományos módja sokáig a testvértelepülési kapcsolatok kialakítása és működtetése volt, mely Európában hosszú múltra tekint vissza. A településközi együttműködések kialakítása már az első világháborút követően megindult, azonban komoly lendületet a II. világháborút követően vett, amikor Európa újjáépítése és a békés együttműködésre épülő globális rend érdekében szükség volt az államközi kapcsolatoknál alacsonyabb szintű, helyi, a békés együttélés mintáját bemutatni képes együttműködésekre is. Bár a twinning bölcsője ilyen értelemben egyértelműen Nyugat-Európa, a kelet-közép-európai térségben is működtek hasonló együttműködések. A rendszerváltásig ezek jellemzően a szocialista táboron belül maradtak, azonban a rendszerváltást követően megélénkültek a nyugati irányú kapcsolatok is. Az Európai Unió kohéziós politikájával megindult „projektszemlélet” a testvértelepülésektől is célorientált, mérhető indikátorokkal paraméterezett projektek megvalósítását várja, mely egyértelműen hat a testvértelepülési kapcsolatok térbeli és tematikus vektoraira.
A tanulmány első része áttekinti a testvértelepülési együttműködésekre vonatkozó szakirodalmat, beleértve a nyugati, a kelet-közép-európai, magyarországi és volt jugoszláv előzményeket. A kutatási módszereinek és az alkalmazott adatbázisok bemutatását követően a tanulmány bemutatja magyar-horvát relációban a határon átnyúló együttműködési eszközökből finanszírozott testvértelepülési együttműködéseket az uniós csatlakozástól 2020-ig, rávilágítva a testvértelepülési kapcsolatokon alapuló együttműködések jelentőségére, illetve a 2007–2013 és a 2014–2020-as időszak összehasonlításán keresztül azok időbeli változására.
Abstract: For a long time, the traditional method of cross-border cooperation was the establishment of twin-settlement relations, which has a long history in Europe. The development of inter-municipal cooperation began after the First World War, but it gained serious momentum after World War II, when, in order to rebuild Europe and create a global order based on peaceful cooperation, it was necessary to establish local cooperation at a lower level than interstate relations, capable of presenting a model of peaceful coexistence. Although the cradle of twinning in this sense was clearly Western Europe, similar collaborations have also operated in Central and Eastern Europe. Until the systemic change, these typically remained within the socialist camp, but after the regime change, relations with the West also intensified. The “project approach” launched by the European Union’s cohesion policy also expects the implementation of goal-oriented projects parameterised by measurable indicators from twinning settlements, which clearly affects the spatial and thematic vectors of twinning relationships.
The first part of the study reviews the literature on twinning cooperation, including the antecedents of Western, Central and Eastern Europe, Hungary and former Yugoslavia. After presenting the research methods and the databases used, the study presents the twinning cooperation financed from cross-border cooperation instruments between Hungary and Croatia since the EU accession until 2020, highlighting the importance of twinning in establishing cooperation, and their change over time by comparing the periods of 2007–2013 and 2014–2020.
