Absztrakt: A tanulmány Ukrajna 2015 és 2020 között lezajlott közigazgatási reformját, valamint annak a területi tervezési rendszerre gyakorolt hatásait vizsgálja. A reform elsődleges céljai között szerepelt a döntéshozatal decentralizálása, a közszolgáltatásokhoz való hozzáférés javítása és az önkormányzati kapacitások megerősítése. Ugyanakkor nem hagyható figyelmen kívül a reform európai uniós integrációt elősegítő motivációja sem. A kutatás kvalitatív módszertanra épül, elsősorban szakirodalmi források és az újonnan létrehozott területi egységek tervezési dokumentumainak tartalomelemzésével. A vizsgálat egyaránt érint országos és helyi szintű terveket, különös tekintettel azokra, amelyek az orosz-ukrán háború kitörését követően készültek. A tanulmány rámutat arra, hogy a reform közelebb hozta a tervezési rendszert az európai normákhoz, ugyanakkor a katonai közigazgatások térnyerése és a háborús környezet jelentősen korlátozza a decentralizáció elmélyülését. A tervezési gyakorlat továbbra is hierarchikus, a társadalmi részvétel leginkább formálisan jelenik meg. A lengyel decentralizációs modell hatása érzékelhető, ám az ukrán sajátosságok jelentős kihívást jelentenek a sikeres adaptációban. A tanulmány egyik fő megállapítása, hogy bár a reform számos strukturális változást eredményezett, az önkormányzati autonómia megerősödése csak részlegesen valósult meg.
Abstract: The study examines the administrative reform carried out in Ukraine between 2015 and 2020 and its impact on the spatial planning system. The primary objectives of the reform included the decentralization of decision-making, improved access to public services, and the strengthening of local government capacities. At the same time, the reform’s role in promoting Ukraine’s European Union integration should not be overlooked. The research is based on a qualitative methodology, relying primarily on the analysis of academic literature and the content of planning documents prepared by newly established territorial units. Both national and local-level plans are examined, with particular attention to those developed after the outbreak of the Russo-Ukrainian war. The study finds that the reform has brought the planning system closer to European norms; however, the expansion of military administrations and the wartime context have significantly constrained the deepening of decentralization. Planning practices remain strongly hierarchical, and public participation is typically limited to formal mechanisms. The influence of the Polish decentralization model is apparent, though Ukraine’s unique political and administrative circumstances pose substantial challenges to successful adaptation. Overall, the study concludes that while the reform has led to a number of structural changes, the strengthening of local self-government autonomy can only be considered partial.
