A fejlődési csapdák és a fejlesztéspolitikai eszközrendszer összefüggései

Absztrakt: Az utóbbi egy évtizedben egyre több olyan tanulmány látott napvilágot, amely a területi folyamatok időbeniségére fókuszált. E megközelítés tette lehetővé az ún. csapdahelyzetek azonosítását, ahol a csapdahelyzet azt jelenti, hogy egy adott területi egység – ország, vagy régió – hosszabb ideje megrekedt egy bizonyos fejlődési szinten. A tanulmány számba veszi a szakirodalomban eddig azonosított csapdákat, hangsúlyozva, hogy a vizsgálati szempontoktól, a területi folyamatok összetett és eltérő jellegétől függően ez a kör a jövőben tovább bővülhet. A tanulmánynak nem célja újabb csapdahelyzetek azonosítása, illetőleg az eddig alkalmazott azonosítási módszerek megkérdőjelezése, azonban – különösen az eddig felhasznált makroadatok számított és összetett sajátosságai alapján – igyekszik meghatározni a fejlesztéspolitikában betöltött helyüket és szerepüket. A megállapítások arra engednek következtetni, hogy a makroszintű elemzések segítségével felállított diagnózis nagyon fontos, azonban messze nem elegendő a gyakran helyi szinten keletkező problémák orvoslására. A tanulmány – konkrét példa segítségével – meggyőzően kívánja bemutatni azt a fejlesztéspolitikai módszert – és annak főbb jellemzőit – amely segítséget nyújthat a különböző csapdahelyzetek oldására.
Abstract: The last decade has seen an increasing number of studies focusing on the temporality of territorial processes. This approach has made it possible to identify ‚trap situations’, where a trap situation means that a territorial unit - country or region - has been stuck at a certain level of development for a long time. The paper takes stock of the traps identified so far in the literature, stressing that, depending on the analysis criteria and the complexity and diversity of territorial processes, this list may be extended in the future. The study does not aim to identify new trap situations or to question the identification methods used to date, but it does seek to define their place and role in development policy, particularly in the light of the calculated and complex nature of the macro data used so far. The findings suggest that diagnosis through macro-level analysis is very important, but far from sufficient to address the problems that often arise at the local level. The paper aims to provide a convincing illustration, with concrete examples, of the development policy approach - and its main features - that can help to address the various pitfalls.
