Absztrakt:
A tanulmány a demográfiai öregedésre adott válaszok közül az aktív idősödés koncepcióját vizsgálja az Európai Unió és Magyarország stratégiai dokumentumain, valamint a 2014–2020-as programozási időszakban megvalósult gyakorlatokon keresztül. Ismerteti az aktív idősödés fogalmát és kihívásait, majd a releváns nemzetközi és hazai dokumentumok, esettanulmány jellegű gyakorlatok feltárására, elemzésére fókuszál a hat stratégiai fókuszpont – foglalkoztatás, egészségügy, oktatás, szociális szolgáltatások, generációk közötti kapcsolatok, demográfiai és gazdasági kihívások – mentén. Az elemzés rámutat arra, hogy az Európai Uniós és a magyar stratégia is reaktív módon közelíti meg a demográfiai öregedés kérdését, és elsősorban az egészségügyre és a szociális ellátásra koncentrál, míg a proaktív elemek, mint az élethosszig tartó tanulás, társadalmi részvétel vagy a digitális felzárkóztatás, kevésbé hangsúlyosak. Az elemzés kiegészül egy rövid, területi dimenziós áttekintéssel, amely az egyes beavatkozások intézményi és térségi beágyazottságát értelmezi, rámutatva arra, hogy az aktív idősödés területi szinten különböző működési logikák mentén valósul meg. A vizsgálat következtetései szerint a szakpolitikai tervezés jövőbeni célja a multidimenzionális megközelítés erősítése, amely a fizikai egészség mellett az aktív idősödés társadalmi, gazdasági, kulturális aspektusait is integrálja, elősegítve a fenntarthatóbb és inkluzívabb társadalmak kialakítását.
Abstract:
The study examines the concept of active ageing as one of the key policy responses to demographic ageing, through the analysis of strategic documents of the European Union and Hungary, as well as practices implemented during the 2014–2020 programming period. It outlines the concept and challenges of active ageing, then focuses on the identification and analysis of relevant international and national documents and case-study-based practices along six strategic areas – employment, healthcare, education, social services, intergenerational relations, and demographic and economic challenges. The analysis reveals that both the European Union and Hungarian strategies approach demographic ageing in a reactive manner, concentrating primarily on healthcare and social care, while proactive elements such as lifelong learning, social participation, and digital inclusion receive less emphasis. The analysis includes a brief territorial dimension overview, that interprets the institutional and spatial embeddedness of individual interventions, highlighting that at the territorial level active ageing is implemented through different operational logics. The findings suggest that future policy design should strengthen a multidimensional approach that integrates not only physical health but also the social, economic, and cultural aspects of active ageing, thereby promoting the development of more sustainable and inclusive societies.
